Revor Cars is an ailing motor vehicle manufacturer which has just been acquired by a large
foreign investor, HK Holdings.

Revor was once a source of national pride, producing high-quality, innovative designs
popular in its local market. One product, the Mighty Atom, was originally conceived and
constructed fifty years ago, and is still considered one of the best small cars around.
However, the rest of the product lines, including sports and saloon cars, are rapidly losing
their appeal, being overtaken by overseas manufacturers who can offer quality, functionality
and reliability at extremely competitive prices.

HK Holdings understands that it needs to invest in Research and Development, in order to
develop new and improved products, whilst at the same time supporting the handful of
models which are likely to remain profitable for the next three years. To do this, it is
embarking on an organisational-wide quality-improvement programme, similar in substance
to improvement approaches it had already delivered successfully in its home country. The
thrust of the programme will include:


The need to instil a culture of excellence driven by committed, quality-focused teams

The need to provide every employee with a simple set of ideas as to how to
implement quality improvements in their workspace

The need to monitor performance closely through the use of appropriate performance
indicators.
One aspect of the change strategy will be to make further use of technology in Revor’s
production facility. HK has already identified the need for a multi-million-dollar investment
in CAD/CAM technologies in order to successfully develop an ERP system at the heart of a JIT
manufacturing methodology. It understands that an OPT philosophy will assist in targeting
key improvement areas, and that existing MRP technologies will need to be replaced.

In order to deliver these major changes, particularly in the new systems development
projects, HK is evaluating the use of outsourcing. This would involve the use of local
technology suppliers in the analysis, design and implementation of a number of systems. As
an alternative, HK could bring in its own in-house technologists from its home country,
although finding a suitable team willing to live for long periods in a foreign land may prove
difficult.

You are a management consultant working alongside HK Holdings management team as they

D4D is a politically stable, developing country enjoying a temperate climate and a young,
educated population, many of whom are educated to graduate level. Those who have
studied at this level have tended to do so abroad since there are limited opportunities to do
so in D4D.

The economy is mixed, based on agriculture and some light manufacturing but has enjoyed
considerable revenue from oil exploration and production which is based offshore in its
territorial waters. Some of this revenue is generated by providing services for the oil industry
but the majority comes from a tax on every barrel of oil which the foreign oil companies
extract.

The Government has used the revenue to keep personal and property taxes low and to
support the largely uneconomic local industry. It now recognises that, although politically
popular, this decision might not have been in the best long term interests of the country.

The Finance and Trade Minister of D4D is aware that the oil revenue may only last a further
ten years. He wishes to build competitive advantage over the neighbouring countries. The
Prime Minister is sceptical and has made the observation that ‘companies have competitive
advantages not countries’.

The Government is keen to support the work of D4D’s charitable organisations. ‘Doctors
with Wings’, a registered charity in D4D, raises funds to send volunteer doctors and nurses
to medical emergencies around the world. Those emergencies can arise for any reason,
ranging from famine to war or major outbreaks of disease. Funding primarily comes from
D4D’s Government agencies and corporate donations, although the charity seeks donations
from the public, as well as medicines and other supplies from manufacturers. The majority
of volunteers are recruited, often with the support of teaching hospitals, immediately after
qualification. These new doctors are often persuaded to donate their time to the charity
during presentations made by volunteer doctors who have just returned from a medical
emergency.

E5E is a charity concerned with heart disease. It obtains funding from voluntary donations
from both private individuals and companies, together with government grants. Much of
the work it does, in all departments, could not be achieved without the large number of
voluntary workers who give their time to the organisation and who make up approximately
80% of the workforce.

E5E does not employ any scientific researchers directly, but funds research by making grants
to individual medical experts employed within universities and hospitals. In addition to
providing policy advice to government departments, the charity’s advisors give health
educational talks to employers and other groups.

The Board recognises the need to become more professional in the management of the
organisation. It feels that this can be best achieved by conducting a benchmarking exercise.

At a recent project development meeting, the IT director presented ideas for the design of a
new system. Several points were raised at the meeting:


The current information system is weak. The accuracy and completeness of the
information needs to improve and there needs to be better co-ordination of activities.
Several different systems are used and some are very inefficient.

Sullivan Adams Smith (SAS) is a network of estate agent shops, employing 1,200 staff in 23
branches across the South-East of the country of Disily. For the past 10 years it has been a
lucrative business. The buoyant housing market resulted in an increase in profits year on
year. Estate agents enjoyed massive commissions and company directors were rewarded
with huge bonuses. This immense success was due to a market driven by excess demand
and cheap borrowing. The houses were simply selling themselves.

However, the ‘credit crunch’ has arrived and burst the bubble. Lenders have set more
stringent controls with regards to the buyers that they are willing to offer mortgages to and
the amount they are willing to lend to these buyers. Meanwhile, lower consumer
confidence regarding the general economy is leading to a more cautious approach to the
housing market. Latest figures released for SAS, confirm a trend with only 8,444 houses
being sold in July compared with 14,502 for the same month the year before. The drop
means that the company can no longer continue to employ the current number of staff. The
Chief Executive, Douglas Adams, has concluded that “there is simply not the work for them
to do” and “that staff costs need to be controlled during these challenging times”. A target
has been set to reduce staff costs by approximately one quarter within the next three
months. The Chief Executive is keen that the cost cutting exercise will result in minimal
disruption to the business and upset of staff.

Douglas is proud of the business, having helped to build it from scratch. He is determined to
take positive action in order to ride out the storm. He is currently working with the Strategy
and Marketing Department in order to comprehensively review the company’s
effectiveness. Employees had grown accustomed to easy sales but are now being forced to
work harder. They are a determined group and the past year has seen a lot of aggressive
selling to potential customers. However, the Strategy and Marketing Department have
