求问用电脑看CNN live是否需要买tv license

如题。家里没有电视，只有电脑。
最近比较关注特朗普住院的消息，于是看了几天CNN live。链接: https://edition.cnn.com/specials/live-cnni-uk
网页上面上说

关于电脑手机看视频的问题，TV licence 根本管不到。英国讲法制，不能听TV licence瞎解释。法律不能由执法的解读。 也不能随便更改。 TVlicence 制度建立的时候没有电脑手机，如果议会没宣读过电脑手机要执照才能看视频，就不违法。 实际上今年已经取消了TV licence可以起诉人的权利了。 只能罚款，不能起诉抓人。

以前英国还传说BBC由流动车检测谁家有电视信号，然后看有没有交钱。 现在都是平板电视了，如果还能像模拟电子管电视一样测到信号，根本不可能的。

BBC默认每个邮编家庭一定有电视，胡乱发信收费。 按他说法别人搞网络视频直播，家里CCTV监控，都要交执照了。

还真的有关系，就是这么流氓的条款。

但是呢，谁爱交谁交，我不交。

如果有人上们敲门来问你交tv license的钱，还要进屋看你有没有看电视，你就礼貌地请他离开即可。

好奇下，如果没电视的话，是不是就算让他进来也无所谓？不会指着电脑和网络收钱吧？

他不是执法人员，说不让就不让。而且最关键的一点是啥？tv license的费用确实是一个非常不合理的收费，用我们的话讲叫“历史遗留问题”。

有没有电视都没事，我第一次碰到也傻乎乎让人家进来了，我说了我这个电视用来打游戏的……

不过还是要强调一下，tv license是受法律保护的，是一个合法但大多数人觉得不合理的东西。

BBC 有“隐藏广告”， 都是广告它家自己的节目 {:5_142:} 神马几点当哪个新节目来了之类的。

当然和其他频道是不能比的。 和美国电视节目广告频率更不能比。

就当付tv license 把广告费 一年一次买断清净了。

你在 UK and Channel islands （非home 环境）用移动设备（不接插头的情况下） 看live broadcast (其实这个是指英国电视台的电视节目，现在也包括 BBC iplayer ），那么需要由你自己家里的TV license 来涵盖。

如果你用移动设备，在非home 环境，插电 看live broadcast/bbc iplayer , 那么是由你插电的这个地方的TV license 来涵盖。

比方你在外头住酒店，你电脑插酒店插头情况下看live broadcast /bbc iplayer， 那是酒店的 TV license 罩着你。 如果你没插电，只是走电池，那你自己得有TV LICENCE，否则不能看live broadcast /bbc iplayer节目。

你通过网络看CNN，和英国的电视节目根本不相关，不用 TV license.
你通过网络， 用电视机看录播的节目，或是amazon prime, Netflix 之类的，那也是不用TV license 的。 唯一的例外是BBC iPlayer，没有TV license 就不应该看（虽然好像他们也没有什么手段能制止你看）

TV license 的确是个历史遗留问题。 我家前些年都是每2年填个表，申报不用TV license - 因为我家电视是直接走互联网络，看的是bbc iplayer, Netflix，从来不看LIVE，家里没有电视天线，也没有tv box 之类的。 后来他们该了下，要看iplayer 也得交TV license, 我们就开始交了。

去tv license 网站填个表申报一下就可以。 两年一次。

TV license 就是针对BBC的，不看BBC就可以不缴。
和有没有电视没关系。
最近很多人开始不缴纳TV license，拒看BBC。
抗议！TV license让我们不能呼吸！

没有电视，但常常收到信件让缴费，好烦。。。

法律上说看所有实时的节目都需要TV license，比如你在youtube上看春节联欢晚会直播也是需要tv license的，如果看录播那就不需要。当然合不合理和他能不能查得到是另外一说了。
