对的，国家公务员只有永居不行。
脱欧后，估计就应该是只有英籍，英联邦籍了。
让你老公去EEA区域工作一段时间trigger freedom of movement act的法律依据是Surinder Singh Case，你可以根据这个关键字查资料。
我个人的看法是你的情况不适用。这个route没有具体你老公在EEA区工作时间的要求，只有一个模糊的“genuine residence“的要求。这条路子最开始卡得松，后来不少收入不达标的英国人通过这把spouse接入英国，现在卡得比较严了。你老公去德国工作一个月肯定不够，至少得几个月。
factors to be considered in assessing whether residence is genuine include:
(a) whether the centre of the British citizen’s life transferred to the EEA State;
(b) the length of the family member and British citizen’s joint residence in the EEA State;
(c) the nature and quality of the family member and British citizen’s accommodation in the EEA State, and whether it is or was the British citizen’s principal residence;
(d) the degree of family member and British citizen’s integration in the EEA State;
(e) whether the family member’s first lawful residence in the EU with British citizen was in the EEA State

你这个公务员是英国还是欧盟的公务员？
你老公是原生的英国人，还是欧盟人后加的英籍。
你这种情况跟楼上所说的Surinder Singh Case情况还不是一回事，不太能类比。SS是移民性质的，你的工作是保密方面考虑的。

公务员就算不去也没有损失。英国的公务员真的是公众服务人员。
你老公搬出英国：工作，自雇，self sufficient, student, without host country’s welfare. 就算free movement within EU.
你肯定是不行。你只有PR，无权去其它EEA工作，除非你老公去了你要去的EEA国家工作，然后才能办你过去。
英国公务员。老公英国土著。应该是security的原因。
