妈妈回国了，爸爸计划带小孩去欧洲，准备申请法国的申根签证。不知道是否需要妈妈办理委托或者同意公证？我看了法国签证处的原文如下：
Travel authorization signed by the holder of parental authority in the forms required by local law, accompanied by a copy of his identity document (if the minor does not travel with his parents or guardian)
我的理解是不与父母一起旅游需要办理授权书。不知道大家的经验是什么？谢谢！
