go to your branch, tell them to give you a solution immediately. You can ask them to issue a letter on headed paper, that due to their technical problem, you are unable to pay your student fees and any other fees on time. also ask them to include sentence that they are liable to any late payment charges caused by the delay.
if counter cashier can't resolve it, ask to see manager.
I had problem opening account with RBS when i first arrived over a decade ago... they did not give me an account despite took my bank draft in (i.e. money was deposited in) and i waited for over 3 weeks with several visits to the branch. eventually, when i ask them to issue me a letter they managed to get everything resolved in 20 minutes.
Sometimes, you just have to be firm.
