麻烦请教一下大家，我这种情况，老婆和孩子能否在我申请永居时候一起提交作为我的spouse/dependent的申请（非永居，只是我的dependent）？
我Tier 2满五年，老婆也一直在英国但从未作过我的dependent，现在她拿的是Tier 4
我的孩子今年刚在英国出生，拿中国护照，但没有办理过任何英国签证
这种情况，老婆和孩子能否在我申请永居时候一起提交成为我的dependent并办理相关签证的申请？一起提交的只能是同时申请永居才可以？不可以同时申请dependent?
我看了看官网，总觉得不是很明确：

Eligibility for partners
Your partner may qualify if all of the following apply:
1.they have permission to be in the UK as your partner
2.they’ve been living in the UK with you for at least 2 years if they applied before 9 July 2012 or 5 years if they applied on or after 9 July 2012
3.your relationship is genuine
4.you intend to continue living together
5.you have enough income to support yourselves and your dependants
6.you’re not using public funds
这第一条意思是不是我的partner不仅目前在英国有签证，而且这个签证必须是我的dependent?
Your child can apply if they:
1.were previously given permission to stay in the UK as your child
2.are not married or in a civil partnership
3.will live with you and be supported by you without using public funds
我的孩子刚在英国出生，没有任何签证，是否不符合第一条？
以上的条件是否意思是，partner/child同时申请永居的条件？而非成为我dependent的条件？
