但是各方面表现比较，第一所学校要表现好啊。
为什么啊
Performance（表现）完全看学生的考试成绩，主要决定于学生。
Inspection的Rating看学校校长和老师对工作的认真程度以及应付inspection的准备，就是说决定于老师。
两者有相关性但相关度不是99%。
那应该看哪个指标呢？

给你一个例子，东伦敦的Grinling Gibbons primary school前几年造了大新闻，2013 年SAT Performance全英格兰排第一，过Level 4比例100%，过Level 5比例86%，Inspection当然是outstanding。校长Cynthia Eubank因为这个得了OBE。

Inspection这种对学校的主观评价有多少可信度很值得怀疑。

就跟三好学生未必是全班学习成绩第一名一样，一个看综合评分，一个看考试成绩，有关系，但是不能划等号。
尤其还有今年的考试大改，很多学生都没考好，所以今年的rating都不是很靠谱
我看另外一方面就是学校制度有多少严格，比如说惩罚措施，不过这个怎么说呢，一般不是教育系统里面的人来说，都是会忽略的
