而收入却是massive influential indicator，老年人没有多少cash，但却有不少wealth，所以他们tend to vote Tory；而且他们已经不太可能享受到cash welfare，所以反对Labour’s cash welfare。

Tory背后的经济准则基本都是尽量保证收支平衡或者超这个方向努力，而Labour是宁可借钱也要发福利，到了JC这一伙人就是要打土豪均田地。
目前英国养老和医疗的问题很大，由于选票的因素，多数政党不敢动pensioner，但未来老龄化会导致social care和NHS的财政进一步恶化，这个无底洞是永远填不满的，所以现在不改的话，接下来5年10年就更没法改了，因为pensioner的人数会继续增长，voting power会越来越大。现在就开始动手 divide n conquer的话，还有可能做出一些成效，一方面拉拢一些working class的年轻人群，因为他们也看不惯收入不错的baby boomer，另一方面也逼着想继承房产的年轻人去帮助分担social care，也有可能会刺激房市供给，因为有可能会出现更多的老年人的遗留房产。
未来的NHS弄不好就是像欧洲某些国家一样，two tier system，基本治疗免费，premium的会弄保险模式，但这个改革会是一个温水煮螃蟹的缓慢过程，因为步子迈大了就成了政治自杀。
当然所有以上的前提是保证选票和席位，毕竟权力才是政策实现的前提。
